About FRANK J. ROSIE

Mr. Rosie, a 1980 graduate of South Texas College of Law, began his legal career with Byrnes, Myers, Adair, Campbell & Sinex, where Don Sinex and Ron Byrnes were his mentors. His practice focused on all matters pertaining to the exploration and production of oil & gas, including all forms of title examination, a variety of transactional matters, and acquisitions and divestitures of producing oil & gas properties.  Mr. Rosie practiced closely with Don Sinex in his days as a “baby lawyer” and assisted in numerous acquisitions of producing oil and gas properties.

Mr. Rosie’s practice has expanded since those formative years to include varied oil and gas matters, including property acquisitions, due diligence, title examinations, and preparation of oil and gas agreements. Since his time with Mr. Sinex, he has done extensive title work and related agreements for clients in all the major Texas oil and gas plays, from the Austin Chalk to the Wolfcamp.

He practiced with various firms before partnering with Bruce Flanagan in 1993 to form Rosie & Flanagan, PC. His practice evolved since then to meet new challenges, and he created Frank J. Rosie & Associates in 2002 to better serve his clients. He reconnected with Mr. Sinex in 2018 to assist in a large Wintergarden title project in South Texas, and found it such a good fit that, effective January 1, 2020, Frank J. Rosie & Associates merged with Petry & Sinex to form Petry, Rosie & Sinex, PLLC. The firm is immensely proud of its over 100 years of combined legal experience in all phases of oil & gas law.

Exploration and Production

Mr. Rosie’s work includes: preparation and drafting of Original, Drilling and Division Order Title Opinions; pooling and unitization agreements; oil, gas and mineral leases; participation agreements; operating agreements; farmout agreements; oil and gas conveyances; and day-to-day advice to clients on operations.

Acquisitions

Mr. Rosie’s experience in Acquisitions includes, but is not limited to, representation of clients in the acquisition and divestiture of producing properties, including all phases of due diligence review and preparation of associated documentation.

Litigation

His representation of clients extends to both plaintiff and defense sides and covers causes of action arising from: oil and gas disputes; receivership proceedings; title disputes; breach of contract suits, including lease covenants, industry contracts, and royalty disputes; and surface damages.

Estate Planning and Probate

His practice includes: preparation of wills; guardianships; powers of attorney; general estate planning and probate matters.
